I think people *should* abide by the TOS, in spirit if not in letter (I&#039;m not a lawyer, so...) and it is clear that this sort of software has only anti-TOS uses.

So I dunno why Google participates.

But there is a lot of SEO-friendly software that is not TOS violent, so google would have to eyeball everything that uses google checkout or adwords.  Tough to do.
